Two Permits, One Country — Which Do You Need?
One of the most common points of confusion for foreign nationals in Turkey is the difference between a work permit and a residence permit. Both allow you to stay in Turkey, both are issued by Turkish government authorities, and both come as a physical card — but they serve fundamentally different purposes and are issued by different ministries.
Getting this distinction right from the start saves time, money, and — in the worst case — legal trouble.

The Critical Rule: Work Permit = Residence Permit
Turkish law states clearly that a valid work permit also functions as a residence permit. If you hold a valid work permit card, you do not need a separate residence permit for the duration of your employment. The work permit card alone is sufficient proof of lawful residence.
This means:
- You do not pay for both a work permit and a residence permit
- You register your address once, using the work permit card as your ID document
- You do not need an appointment at the Migration Management Directorate while your work permit is valid
The reverse is not true: a residence permit does not allow you to work. A foreign national with a short-term or family residence permit who starts working without a work permit is working illegally, regardless of their lawful residence status.
When You Need a Work Permit
You need a work permit if you are:
- Employed by a Turkish company (full-time or part-time)
- Seconded to Turkey by a foreign company for a period of work in Turkey
- Working as a self-employed person in Turkey (requires the independent work permit variant)
- Providing services in Turkey under a contract with a Turkish client, even if technically employed by a foreign entity
You do not need a Turkish work permit if you:
- Are working remotely exclusively for a foreign employer with no Turkish clients and no Turkish income — though this area is legally grey and carries tax risk
- Are a diplomat or member of an international organisation with specific bilateral exemptions
- Are a student working in a university research capacity under specific exemptions
When You Need a Residence Permit
You need a residence permit (without a work permit) if you are:
- Living in Turkey but not working — e.g. retired, living on savings, managing investments passively
- Studying at a Turkish university (student residence permit)
- Joined your Turkish or foreign spouse in Turkey as a dependent (family residence permit)
- Accumulating years of residence toward the long-term permit or citizenship without currently working

Short-Term Residence Permit (1 Year)
Short-term residence permit fees are significantly lower than work permit fees, as they do not carry the same labour market assessment costs. The exact fee for 2026 short-term permits is set by the Foreign Nationals Fee Tariff in the Official Gazette. The card issuance fee of 964 TRY applies to all residence permit types.
Switching from Residence Permit to Work Permit
If you currently hold a residence permit and find employment in Turkey, you do not need to cancel the residence permit before the work permit is issued. The process is:
- Your new employer submits the work permit application
- The Ministry processes the application (15–30 business days)
- Upon issuance of the work permit, your residence permit is effectively superseded — the work permit card is now your primary document
- Your employer registers you with SGK under the work permit
You do not need to return to your home country or change your visa status during this transition, provided your existing residence permit remains valid during the application period.
Switching from Work Permit to Residence Permit
If you stop working in Turkey — for example, if your employment ends — your work permit loses its basis even if it has not formally expired. You have a grace period to either:
- Find a new employer who files a new work permit application on your behalf
- Apply for a short-term residence permit to maintain legal stay
The exact grace period is not standardised in Turkish law and depends on the circumstances of the employment ending. Acting quickly is strongly recommended. If the work permit expires or is invalidated and you do not transition to a residence permit, you begin accumulating overstay — which can result in fines and bans.
Common Misconceptions
"My residence permit lets me work informally." False. No residence permit — regardless of type — authorises work in Turkey. Only a work permit does.
"I need both a work permit and a residence permit." False. A work permit covers both. You only pay one set of fees.
"If I switch employers, my existing work permit is still valid." False. A Turkish work permit is tied to a specific employer. If you change employers, your new employer must file a fresh work permit application. Do not start working for the new employer until the new permit is issued.
"A short-term residence permit can be extended indefinitely to avoid getting a work permit." This is a strategy some people attempt, but it is risky. Turkish authorities monitor foreign nationals on residence permits and may question applicants who appear to be working — particularly those connected to Turkish companies. Working without a permit while on a residence permit carries serious penalties.
