Why Address Registration Matters for Foreigners
Address registration (adres tescili) is a mandatory step for foreign nationals living in Turkey — it is not optional or merely administrative. Without a registered address in the official system, foreigners face difficulties at multiple points:
- Residence permit applications require a valid registered address in the province of application
- Work permit card delivery is sent to the registered address via PTT
- Health insurance registration with SGK requires an address in the system
- Bank account opening, mobile phone contracts and various government services require a Turkish address on record
- Renewal of permits — the address on file must match current residence
Address registration for foreigners is recorded in the Central Civil Registration System (MERNİS), Turkey's national address database.
Where to Register
Address registration for foreigners is done at the Nüfus Müdürlüğü (Population Directorate / Civil Registry Office) of the district where you live. Every district (ilçe) in Turkey has its own Nüfus Müdürlüğü. To find yours:
- Search "Nüfus Müdürlüğü" along with your district name
- Use the e-Government portal at turkiye.gov.tr to locate the nearest office
- Or call the ALO 199 helpline of the General Directorate of Civil Registration and Citizenship
You must register at the office responsible for the district where your actual residence is located — you cannot choose a different district for convenience.
When Must You Register?
Foreign nationals who receive a work permit card must register their address within 20 working days of receiving the card.
For residence permit holders, the address must be registered and active at the time of the residence permit appointment, and the permit card will be linked to that address.
If you move to a new address — even within the same district — you must update your registration within 20 working days of the move.

The notarised rental contract is the most important document. The notary stamp proves the contract's authenticity and is required by the Population Directorate. A simple photocopy of an unsigned contract is not accepted.
Muvafakatname (Landlord Consent Letter): If the landlord is not present at the Nüfus Müdürlüğü to confirm the rental in person, they must provide a notarised consent letter confirming that they consent to the foreign national registering their address at the property. This document must be prepared and notarised by the landlord before your appointment.

Property owners have a simpler process — the title deed serves as proof of the right to occupy the premises, so no landlord consent letter is needed.

This option is available for foreigners staying with family members or friends. The host must appear in person at the Nüfus Müdürlüğü or provide a notarised consent letter.
Step-by-Step Registration Process
- Collect your documents — rental contract (notarised), landlord consent letter (notarised if landlord not attending), landlord's ID copy, and your own passport/permit.
- Visit the Nüfus Müdürlüğü of your district during working hours (typically Monday–Friday, 08:30–17:00, some offices may have afternoon closures).
- Submit your documents to the civil registration officer. They will enter your information into the MERNİS system.
- Receive confirmation — you may receive a printed address registration certificate (yerleşim yeri belgesi) on the same day. This document can also be obtained later via e-Government.
The process is typically completed within the same visit, provided all documents are in order. No fee is charged for address registration itself.
Common Problems and Solutions
The rental contract is not notarised. Solution: Take the signed rental contract to any notary (noter) in Turkey. The notary will certify the signatures for a small fee (typically 300–600 TRY depending on the contract value and notary office). This is a routine notarial service that takes less than an hour.
The landlord refuses to provide a consent letter. This is a common issue, particularly for informal rental arrangements. Without the landlord's cooperation, address registration is very difficult. Encourage the landlord to understand that their consent letter does not create additional legal obligations for them — it simply confirms the tenant's right to reside at the address. If the landlord remains uncooperative, seeking a different rental arrangement may be the only practical solution.
The address is in a different district from where you work. Your registered address should reflect where you actually live, not where you work. There is no requirement for them to match.
You have moved but forgot to update the registration. Update your address as soon as possible. While there is no explicit fine for late address update for foreigners, an outdated address creates problems at permit renewal and with official correspondence.
Address Registration and Residence Permit Appointments
For residence permit appointments at the Provincial Directorate of Migration Management (İl Göç İdaresi Müdürlüğü), the applicant must typically provide proof of residence — either a current registered address certificate or a notarised rental contract. The Directorate will check that the applicant's province of application matches their address.
Appointments are booked through the portal at randevu.goc.gov.tr. If your registered address changes between booking and the appointment, update both the MERNİS system and your appointment details.
Obtaining Your Address Registration Certificate
A yerleşim yeri belgesi (address registration certificate) is sometimes required as evidence by employers, banks, or permit authorities. It can be obtained:
- In person at the Nüfus Müdürlüğü (free of charge)
- Online via the e-Government portal at turkiye.gov.tr — select "Yerleşim Yeri ve Diğer Adres Belgesi" (foreigners with an active FIN and e-Government access can use this)
