Working Legally in Turkey as a Russian Citizen
Turkey is one of the most popular destinations for Russian nationals seeking to live and work abroad. The two countries share strong economic ties, a long tradition of tourism, and a large community of Russian speakers resident in cities such as Istanbul, Antalya, and Alanya. Despite this, working legally in Turkey requires the same formal work permit process that applies to all foreign nationals.
Russian citizens do not have a special bilateral agreement with Turkey that simplifies the work permit process. The standard procedure under the Law on Foreigners and International Protection (No. 6458) and the International Labour Force Law (No. 6735) applies in full.
The Standard Work Permit Process
The work permit is applied for by the Turkish employer through the e-Government portal at turkiye.gov.tr. Russian nationals cannot apply independently unless they are pursuing an independent/self-employment permit. The employer submits the application online and uploads the required documents.

The gross salary declared on the application must be at least 49,545 TRY. Applications below this threshold are automatically rejected.
Document-Specific Requirements for Russian Citizens
Russian official documents require specific handling before they can be submitted to Turkish authorities. This is the area where Russian applicants most often encounter delays.
Passport
The Russian passport must be valid for at least 18 months from the date of application. A notarised Turkish translation of all relevant pages (biographical data, any Turkish visa pages) must be prepared by a sworn translator (yeminli tercüman) authorised in Turkey.
Diploma and Professional Certificates
Russian educational qualifications must be:
- Apostilled — Russia is a signatory to the Hague Convention, so apostille certification is available from the relevant Russian authority (typically the Ministry of Education for academic diplomas, or the ministry responsible for the issuing institution).
- Translated into Turkish by a sworn translator in Turkey.
- Notarised — the Turkish translation must be notarised by a Turkish notary.
For regulated professions (doctors, engineers, architects, lawyers), a diploma equivalency certificate from the relevant Turkish authority (YÖK for academic qualifications) is additionally required. This process can take several months and should be initiated well before the work permit application.
Criminal Record Certificate
A Russian criminal record certificate (справка о несудимости) issued by the Ministry of Internal Affairs may be requested depending on the type of work permit and sector. When required:
- It must be apostilled in Russia
- Translated into Turkish by a sworn translator in Turkey
- Notarised
Employment Contract
The employment contract must be signed by both the Russian national and the Turkish employer. If signed in Russian, a notarised Turkish translation is required. Most employers prepare the contract in Turkish from the outset to avoid this step.
Step-by-Step Application Process
- Receive a job offer from a Turkish employer willing to sponsor the work permit.
- Collect your documents in Russia: apostille your diploma and criminal record certificate (if required). Ensure your passport is valid for at least 18 months.
- Travel to Turkey (or if already in Turkey, ensure you have a valid visa or residence status).
- Have documents translated and notarised by a sworn translator in Turkey.
- The employer submits the online application via the e-Government portal and pays the fees.
- The Ministry reviews the application — respond promptly to any deficiency notices (30-day window).
- Receive the work permit card at the employer's address via PTT.
Common Mistakes by Russian Applicants
Outdated apostille: Apostilles do not have a legal expiry date, but Turkish authorities may question documents apostilled more than 6 months before submission. It is best to obtain fresh apostilles close to the application date.
Incorrect translator: The translation must be done by a sworn translator (yeminli mütercim) registered in Turkey. Translations prepared abroad or by non-sworn translators are not accepted.
Short passport validity: Russian passports come in two types — a 10-year biometric passport and older 5-year versions. Ensure the passport will remain valid well beyond the requested permit end date (at least 60 days beyond).
Visa status at time of application: If the employer submits the application while the Russian national is still in Russia, the Ministry processes the application and the employee enters Turkey after approval. If the employee is already in Turkey, they must have a valid legal basis for their stay (tourist visa, e-visa, or existing residence permit) during the application process.
After Approval: Residence Status
A Turkish work permit is also a residence permit. Once the Russian national receives their work permit card, they do not need a separate residence permit. The card serves as their ID for residence purposes and must be carried at all times.
Address registration at the local Population Directorate (Nüfus Müdürlüğü) must be completed within 20 working days of receiving the permit card.
Visa-Free Entry for Tourism
Russian citizens can enter Turkey visa-free for up to 60 days for tourism purposes. However, this visa-free right cannot be used as the basis for work — working during a visa-free stay without a permit is illegal and carries serious penalties including deportation and re-entry bans.
