What Is a Work Permit Exemption?
While the vast majority of foreign nationals must obtain a work permit to work in Turkey, Law No. 4817 and its associated regulations exempt certain groups from this requirement.
Exempt individuals may work in Turkey without a permit; however, this does not remove residence permit obligations.
2026 Work Permit Exemption Categories
1. TRNC Citizens
Citizens of the Turkish Republic of Northern Cyprus (TRNC) may work in any sector in Turkey without a work permit. Only their Turkish entry documents are required.
2. Blue Card Holders (Former Turkish Citizens)
Individuals who renounced Turkish citizenship and became citizens of another country, and who hold a Blue Card (Certificate of Recognised Rights), may work in Turkey without a work permit.
3. NATO Forces Personnel
Citizens of NATO member countries stationed in Turkey under the NATO Status of Forces Agreement, and their families, are exempt from the work permit requirement.
4. Accredited Press Members
Foreign journalists and correspondents who have received a press card from the General Directorate of Press and Information may work in Turkey within the scope of their journalism activities without a work permit.
5. Foreign State Representatives
Foreigners with diplomatic status and representatives of international organisations are exempt under the Vienna Convention.
6. Short-Term Education Staff
Teachers sent to Turkey by foreign private educational institutions for periods not exceeding 90 days are exempt.
Exemption Certificate
Foreigners who believe they fall within an exemption category can request an exemption certificate from the Ministry of Labour and Social Security.

Limits of the Exemption
Exemptions apply only to the specified activity:
- NATO personnel are exempt only within the scope of their NATO duties
- Press accreditation covers journalism activities only
- TRNC citizens may work freely but SGK social security obligations still apply
Consequences of Incorrect Exemption Assumption
Working without a permit when not exempt results in serious sanctions for both the foreign national and the employer:
- Foreign national: Administrative fine and deportation
- Employer: Per foreign employee, up to 150,000 TRY administrative fine (2026 tariff)
