Who Needs a Student Residence Permit?
Foreign nationals enrolled in a formal higher education programme (bachelor's, master's, doctorate, or exchange programme) at a Turkish university must obtain a student residence permit (öğrenci ikamet izni). The permit allows you to live in Turkey legally for the duration of your studies.
Language school students, preparatory class students (hazırlık), and students at primary or secondary schools may also be eligible depending on their circumstances — it is best to check with the relevant Provincial Directorate of Migration Management.
Important: No Right to Work
A student residence permit does not grant the right to work in Turkey. International students who wish to work part-time or full-time must obtain a separate work permit issued by the Ministry of Labour and Social Security. Note that the work permit requirement effectively limits students' ability to work during term time, as the employer must still meet the standard requirements (including the SGK employee ratio and minimum salary of 49,545 TRY gross in 2026).

On Financial Means
The Migration Management Directorate expects students to demonstrate they can support themselves. While there is no single published figure, an account balance equivalent to approximately 28,000–30,000 TRY per semester (roughly aligned with the monthly net minimum wage of 28,075.50 TRY in 2026) is generally considered sufficient. A letter from a parent or guardian guaranteeing financial support, accompanied by their bank statements, may also be accepted.
How to Apply
Since June 2024, all residence permit applications — including student permits — are submitted through the centralised appointment portal:
Application Steps
- Obtain your university enrolment letter. Your university's international student office issues this after registration.
- Arrange health insurance. Purchase a policy that covers the full stay in Turkey (not just travel insurance).
- Book an appointment on randevu.goc.gov.tr. Select "Student Residence Permit" and choose the directorate in the city where your university is located.
- Attend the appointment with all original documents plus photocopies. Pay the 964 TRY card fee if not already paid online.
- Receive your permit card by post or collection within 30 to 90 days. Keep your appointment receipt as proof of pending legal status during this period.
First-Time Applicants vs. Renewals
First-Time Application
Must be completed within 30 days of arrival in Turkey (or before your visa or visa-free stay expires, whichever comes first). Students who enter on a student visa should apply before the visa expires. Students who enter visa-free should apply before the 90-day stay expires.
Renewal
Student residence permits are issued for one year at a time and must be renewed annually. The renewal must be applied for before the current permit expires. For renewal, you will need:
- Updated enrolment certificate confirming continued enrolment
- Renewed or still-valid health insurance
- Updated proof of financial means
- Updated biometric photograph (if more than 6 months old)
The permit card fee of 964 TRY is charged again at each renewal.
Permit Duration
The initial student residence permit is granted for one academic year (typically 1 year). It can be renewed each year as long as enrolment continues and academic progress is demonstrated. Repeated failure of courses or gaps in enrolment may result in non-renewal.
What Happens After Graduation?
A student residence permit expires at the end of the study period. If you wish to remain in Turkey after graduation — for example to seek employment — you must apply for a short-term residence permit or, if you have found employment, your employer must apply for a work permit on your behalf.
There is no automatic transition from student to worker status; the new permit must be obtained before the student permit expires.
Tips for International Students
- Apply as early as possible. Appointment slots in Istanbul and Ankara fill up weeks in advance.
- Keep your university enrolment certificate current — the directorate checks enrolment validity.
- Do not overstay even by a single day. Overstaying triggers a ban period that can affect future visa applications.
- Store all permit-related documents in digital format as backup.
